The official organization of scouts in Chile is the Asociación de
Guias y Scouts de Chile. Their website is here:
http://www.guiasyscoutsdechile.cl

There is a good overall description of Scouting in Chile in Wikipedia.
I actually attended an Eagle Court of Honor for the son of an American diplomat stationed at the US Embassy in Santiago. This was a treat since I am an Eagle Scout myself.
United States citizens and their dependents living abroad, such as the young man whom I saw get his Eagle, can participate in Scouting via the Direct Service arm of the Boy Scouts of America.
